Dick Kulpa, a celebrated as a cartoonist for two nationally syndicated magazines, died of cancer in Florida on January 3, 2021. He was 67.
Kulpa was adept at using his skills as a cartoonist and performance artist to advance his agenda as an elected official, former colleagues said.
Kulpa occasionally wore a cape and red, white and blue leotards to City Council meetings to call attention to the causes he championed.
